The Virginia Employment Commission is continuing its work to implement Virginia’s new Paid Family and Medical Leave (PFML) program, with employer feedback helping inform the regulations and guidance now being developed.
Over the summer, VEC hosted nine stakeholder listening sessions. More than 2,000 people registered and more than 200 comments were submitted by workers, employers, small businesses, healthcare providers, insurers, advocates and others.
Key Issues for Virginia Employers
Employer and stakeholder questions included:
- Eligibility, contributions and implementation timelines
- Job protection and coordination with FMLA
- Interaction with disability, employer-provided leave and health benefits
- Treatment of remote, multi-state and cross-border employees
- Payroll and administrative requirements
- Small-employer requirements
- Private-plan options
- Employer notification and claims procedures
- Medical certification and other documentation requirements
VEC says feedback from these sessions is being used as it develops its proposed PFML regulations and educational materials. The agency has also updated its FAQs and expects additional opportunities for stakeholder engagement as implementation moves forward.
