What’s changing
The 2026 session of the General Assembly enacted a new state tax law that changes the licensing and permitting process for retail tobacco products.
Beginning October 1, 2026, retail tobacco products licensing, including for liquid nicotine and nicotine vape products, will be administered by the Virginia Alcoholic Beverage Control Authority (Virginia ABC).
- Because of this change, beginning October 1, the TT-10 form will no longer be available.
- Virginia Tax will continue to manage cigarette stamps, excise tax, and non-retail tobacco licenses (like the Tobacco Products Tax Distributor’s License).
