From the National Retail Federation: U.S. House Passes Combating Organized Retail Crime Act
May 12, 2026
The House of Representatives has overwhelmingly passed the Combating Organized Retail Crime Act (H.R. 2853) by a 348-60 vote. The bill now moves to the Senate for consideration. It is unclear at this point how quickly the Senate will act or if any issues may arise.
NRF sent a key vote letter to all House members last week urging a “YES” vote on the bill. NRF issued a press release commending the bipartisan passage of the bill.
Thank you to everyone who has helped support this bill. We need to continue our efforts to ensure Senate passage.
